What it does
The generic machinery behind protocols: which features a set of adopted protocols turns on (with their requirements and parameters), the Ed25519-signed adoption payload and its replay protection, signed protocol listings, and a small client for the directory.
It knows no particular protocol: Paramira's own are in @paramira/protocol-catalog. SPEC.md writes the wire format down as a versioned contract, so an app outside this monorepo, in any language, can interoperate.

protocol-catalog
The Rubanda/paramira system protocol catalog — the actual protocols this ecosystem defines (cc:v1, delivery:v1, clan:v1, ...), for use with @paramira/protocol-core's resolution/client machinery.
