What it does
A portable, DID-signed, offline-capable entitlement resolver.
Most feature-flag/entitlement systems are account-centric: the server holds the truth, the client asks it "what can this account do." This is identity-centric instead: the user holds a signed record of what they've adopted, portable across any device or backend that recognizes their signing key, and resolvable entirely offline against a locally cached copy. It's the engine behind @paramira/protocol-core (community governance features unlocked by adopting signed "protocols"), with every paramira-specific concept — the word "protocol", the system/community type split, DID as the only possible identity scheme — removed.

Uses
one-time-mailbox
Mailboxes reachable only through a single-purpose key: anyone holding the mailbox's public key can leave a sealed, signed message; only the mailbox's holder can read it and reply. Messages are sealed from a throwaway key, so a carrier sees which mailbox got mail, never who sent it. Transport-agnostic: records go wherever you put them.
protocol-catalog
The Rubanda/paramira system protocol catalog — the actual protocols this ecosystem defines (cc:v1, delivery:v1, clan:v1, ...), for use with @paramira/protocol-core's resolution/client machinery.
